When the current council boundaries were set, the main motivation was to carve out some Tory-voting areas so that Scotland wasn't left without a single conservative council when they were the government of the day.

I'm sure the previous two-tier arrangement had its difficulties and inefficiencies, but it probably helped balance the suburbs vs city situation. Also some attractions and facilities are too big for a single local authority, Strathclyde Park is a perfect example.
