Depends what you are after.
Govanhill is still imo very dirty but rapidly gentrifying. Split between hipsters, London blow ins, and various middle class white kids with their trousers rolled up past their ankles who will say its the best place, and immigrant communities (including Roma from Slovakia and Romania) who live in some extreme poverty. In and amongst it you also find glasgwegians who have been there for generations and a big mix of other communities of immigrant background, Pakistani to Irish and about 60 other nationalities in between.
So its a very lively place in many ways. There were some notorious streets with barely habitable flats filled with cockroaches and bedbugs but the next close along could be lovely and well kept. There are lots of community efforts to improve it, tied with the gentrifying process, which no doubt will mean the immigrant communities get slowly pushed out and the hipsters take over, over the next years.
Prices have rocketed in the last 2 or 3 years.
