I saw that post elsewhere but I think it's made up. It doesn't gel with reality.

1. It's £30 for the first 14 days, not 28. If you pay £30 after, the council are right to accept it as part payment and ask for the rest.
2. You have to appeal to the tribunal in Edinburgh before it goes up to £90. Once that happens, it's too late and they'll reject your appeal automatically without even hearing it.
3. Even if they did hear an appeal, the tribunal's only job is to consider whether a penalty charge notice was correctly issued. If you were parked next to double yellows, that's an open and shut case. They'd have found you'd paid £30 out of £60 and told you to pay the other £30. They don't give people the benefit of the doubt or let them off (they're lawyers after all). If they did, the council could demand a review of the case.
4. It's unlikely Glasgow would have cancelled the ticket because they're greedy cunts. You'd missed the appeal deadline. All they had to do was send the Charge Certificate to Scott+Co and they'd be able to take enforcement action. Doesn't even need to go through the sheriff court. They had you over a barrel for the other £60 and they wouldn't let free money like that go.
