It is as safe as any other large European city, which is to say your chances of encountering trouble are not zero but are very, very low. "Rowdy" behaviour is common in the evenings on a weekend but is rarely a direct threat. I wouldn't express strong opinions to strangers on the subject of Irish politics, sectarianism or the Rangers/Celtic football rivalry. If you're not Scottish, I also wouldn't express strong opinions to strangers on Scottish independence but this is quite a bit less sensitive.
Of course, like anywhere else, there are dodgy areas but you're unlikely to wander into any of those accidentally. Most of them are in the Northern and Eastern suburbs. The dodgiest areas in the city centre are increasingly gentrified.
