When we moved in, we met a few people while moving stuff up to the flat and they were leaving or getting home. A few were just hellos, two we had a bit of chat with. I’m a chatter which helps but I did let them take the lead if they wanted a conversation.

As time went on it continued with hellos while passing in the close, a few conversations. You inevitably take parcels in for others and they take ones for you so can get chatting when handing over.

I now know almost all my neighbours but that’s to do with lockdown (put my number through everyone’s doors and a note suggesting a WhatsApp group as I was going to be at home and would happily do some shopping for anyone in isolation as I’d having nothing else to do). Most people joined the group. It’s still going. Mainly the occasional bit of gossip, but handy for close maintenance/problems like plumbing and dealing with the factors (it’s great when you can gang up on the and tell them that they’ve told people different things!). Also good for “emergency situations” like “help! My hairdryer just died and I’m going out know half and hour. Can I borrow one from someone?”

Just play it by ear. Some don’t want to get to know their neighbours. Others are happy to
