You can either buy a collar that says "DO NOT FEED", or just be in contact with the neighbour and make sure you're on the same page about feeding, etc. I had a problem when my boy free roamed and went upstairs; our upstairs neighbour was a "friend" that we didn't always get on with. My wife had an agreement that he only got biscuits upstairs at hers but she started feeding him wet food, then she insisted she knew better than our vets when he had health issues and was noncompliant with his treatment. Wouldn't stop feeding him or feed him the prescribed food for his allergies, even when we offered to provide it, even tried to catnap him once. So make sure he's microchipped with you as the owner as well in case that happens. We moved and now he's harness trained bc I'm scared of him being hurt or catnapped, and bc of his food allergies I don't want anyone giving him stuff that will trigger it.
