That doesn't mean they've taken up the offer which is implied by the OP.
There's also specific guidance on arthritis - people have been left to their own devices to track down the appropriate vaccine (I think they're not meant to have Pfizer but I can't remember offhand.) This wasn't a condition that meant you had to shield.
