I know you're not saying this, but just to clarify: nobody pays road tax. Vehicle owners pay a registration fee. Old school "road tax" is paid for via the council tax (after all, it's the council, not the DVLA, who fix the roads), so chances are that the cyclists have paid their share as much as the drivers.

That's not my issue with cyclists jumping lights.
