That was the opinion of a individual officer . That is not the line Police Scotland say they take . The point I made about the affects of being hit at the different speeds is based on science , not opinion .
in the city center my average would be about 20 mph which is why I pretty much always catch up with those that exceed the speed limit at traffic lights .
