Max allowable vehicle weight is the same for last 50 years + so all the roads are (or at least should be) designed for it. And it is much more than any typical car. This is the same for traffic intensity, each road is rated for given volume of vehicles. So those are nonissues and small increase (is there any source of that claim?) in them should not be a factor unless suddenly you will get thousands of heavy lorries taking over the city roads.

You know what is causing terrible state of the roads? Lack of maintenance, simple as that. One small pothole will get bigger very quickly without a fix and than you have to do a major repair instead of quick fix. Because roads have been neglected for a long time, it is not writhing council capacity anymore to easily fix it. They shit the bed and somebody will have to clean after them at some point unless we will all have to switch to 4x4 off-road cars.
