This is very fair. I'm quite open minded about *rent controls* as a specific policy tool to be honest.

There's a school of thought that their implementation in the 20s (in response to Mary Barbour's successful campaign) led to the sudden collapse of tenement construction over subsequent decades. As suddenly there was almost minimal incentive for investors and land owners to build-for-rent, as had been the norm up til then.

I'm agnostic about it as a policy, and would like to see more evidence about its impact in places that have recently introduced it, like Berlin for example.
