Doesn't make it safe, especially not after however many cans of cider when the water is under 10°c and the current was strong after heavy rainfall.

Open water swimming isn't without risks, even for experienced swimmers but there are steps you can take to mitigate some of the risks. Like not boozing before jumping, having ways to heat up after (they were in shorts ffs) and doing some basic research beforehand instead of asking a random once you get there.
