If it’s a popular cafe, chances are it’s decent and will be there a while.
If it’s not a nice place/smelly then I’d not bother.
But yes- a lot of tenement flats have commercial space on the ground floor. It’s usually no problem at all but you get the odd rogue shitebag who doesn’t bin things properly/leaves things a mess/leaves a lot of litter outside etc.
