Except this is the solution. Not every flat owner in Shawlands or Glasgow for that matter can have a parking space. If spaces are offered at cost, they will very likely only be used by people that absolutely do need a parking space.
It's not about making money. It's about managing finite space in neighborhoods already overrun by (often) single-passenger vehicles. |
