My preferred solution would be to merge the local authorities, local authority regions change from time to time anyway and the situation with Glasgow is quite strange when compared to its peer cities in the UK, this would result in the wealthier suburbs paying their fair share to the maintain and grow the city that is responsible for their handsome pay packets.
Alternatively you could have solidarity payments between councils to Glasgow to pay for the city, though it would be tough to figure out exactly how much should be paid and when.
EDIT: don't get me wrong, I can understand why those outside Glasgow wouldnt want this - it would result in higher council tax bills, but I can't help but think it would be better for all in the medium to long term. |
