Is it contained to his flat or is it also in communal areas? Ultimately he will need to look at the deeds and see what’s stipulated in there. It’ll clearly state which parts of the responsibility lies with whom. Generally, if it affects the entire building and it’s not just restricted to his flat, it would usually be a shared responsibility among all owners (although parts pertaining to just his flat may likely be only his responsibility still). He’ll need to get the ok from all owners to fix it and share costs (he can find the owners through the land registry website - it only costs a few quid per flat). They may not respond / agree, but I think at least theoretically it’s enforceable through courts, especially if responsibility is clearly stipulated in the deeds, but I’m no lawyer and if owners refuse to pay (or likely don’t respond to his request) he may have to hire a lawyer to get advice on how to proceed.
