Long story short, get the lowest point of the saggy floor waterproof with some thin plywood and caulk, then pour a bag or three of [self-levelling floor compound](https://www.toolstation.com/mapei-ultimate-leveller-1210/p39893).
It's awfully runny, and will find its own level and then set within a few hours. Then carpet/ whatever etc.
