It seems like whoever's organising the roads is in a habit or just pushing the traffic off to another area. Then eventually the rise in emissions and other problems either leads to the community complaining enough for a change, or the Council decides to do something to what they did in the City Centre - and push the traffic off to somewhere else.

Unless they're going to build more main roads, this sounds like the traffic along Great Western Road and Dumbarton Road will become even more hellish. With the council's solution presumably being "just jump a train instead".
