Most places will have done most of their business for the day, there's just not that many people shopping on the high street at that time of day. They've all gone home for their tea. Staying open means paying more for staff to be there while not making much money. The exception is generally supermarkets which tend to stay open later for people who do their essential shopping after work (or pop in for a couple of things after they finish work).
