One of the basic principles of a federal system is that neither a local nor federal government has the power to unilaterally alter the constitutione. This is one of the arguments *for* a federal system, in that it would render the UK government (which may or may not be in London) incapable of removing powers from the states, whereas Westminster is currently able to unilaterally enact UK-wide legislation which contravenes devolved powers.
