You can get block lessons I think, but it takes longer than 3 weeks to be ready for your test. Nobody would let you onto the roads after such a minimum amount of time driving a car. You need time to build up confidence and learn the controls. This is a huge complicated machine you are in control of, we ain't playing with Lego here.
