So you and one mate and his or her romantic partner, would not need an HMO. 3 unrelated friends or more would need an HMO. They're not gonna ask you to prove you're romantically involved if you say you are lol. End of the day the license is to force the landlord to keep you guys safe - it kind of is in your interest but it also increases the cost due to the extra shit the landlord has to do to pass HMO inspection.
