I don't think I agree with you. Although Glasgow is exceptionally dirty, this is an UK wide problem. I am a driver, I've been everywhere from the top of Edinburgh castle to Barra and from (literally) lands end to John o groats and rubbish can be seen everywhere. Just stop in any random lay-by on the British road network...

And it's not only that. Look how yards of many businesses look, with piles of broken pallets and pieces of shrink-wrap tied into tree branches around. Look how the farms look like, with heaps of scrap machinery lying in the same places for decades, and forklift bags of sand overgrown with nettle. Walk back lanes even in poshest places to see the state of bins and old sofas dumped in random places.

Gosh, even iconic children cartoon "Shaun the sheep" acclaimed for perfect depiction of the British countryside has plot of every second movie based on sheep finding something interesting in that giant heap of scrap in their farm...

It is everywhere and it is to such extend that people from Britain no longer even notice it.
