I mean they don't, I literally ran through the park 30 minutes ago and it is full of people drinking. I have a picnic and a drink there regularly and have never been harassed.
The other commenter has and I would prefer it be legal but I don't really know how they would make an enforceable "you can have a nice quiet drink but not a huge rammy" law
