Definitely the free museums and art galleries. I've travelled the world and every time you visit places like these the majority of visitors appear to be tourists. In Glasgow they are full of the local citizens. It's such a noble and far sighted thing to do, making art and culture available for everyone.

Also the way Glasgow has gone from a grimy industrial city with a rough reputation to a place that's so bursting with culture, food, music and shopping (I'm not listing parks as the parks have always been great) that it's a proper tourist destination. Even if still just a little off the beaten (Edinburgh) track.
