Thanks to the relatively recent (starting in 2016) bunch of Land Reform bills there already exist a legal vehicle for something like this called Community Right to Buy - and particularly the [Community right to buy abandoned, neglected or detrimental land](https://www.gov.scot/policies/land-reform/community-right-to-buy-abandoned-neglected-or-detrimental-land/).

The caveat is that despite a few high-profile cases of community buyouts, it's still incredibly difficult for one of those to go through and it requires a highly mobilised volunteer force of people who are willing to commit a lot of personal time to form a 'community group' and lead the whole process. And let's not forget that they also have to find the money to do this. Technically the council could facilitate those kinds of groups to be formed around the city, and help out with funding but the problem is that simply is not on their list of priorities.

So in short, the legislation is there, but the will to use it in short supply. In my opinion the legislation should go further in making it easier to claim abandoned land, so that lower amounts of will are sufficient for buyouts to go thoguh
