It is an ABC of urban planning that single-occupant cars are a bad thing because a) they are massively subsidised and b) no level of tax can recoup their huge externalities in terms of air quality, pollution, and infrastructure (look at totally car-focused cities in the USA where it is virtually impossible to live without a car). There is also the phenomenon of induced demand - building more roads only increases traffic and delay because more people take the car.

The GCC are choosing to prioritise buses and active travel (Cooncil for "walking and cycling") in the hope that people take those cleaner and greener alternatives.
