As a Polish person who has also wondered about that, I’d wager a guess that’s it’s all because in our culture home cooking is what happens and going out to eat are rare exceptions to that. As a kid growing up there in the 90s and 00s we would eat out at a restaurant / take out maybe once or twice a year at most. And then I’d you do go out, I’d be for something that isn’t your classic Polish cuisine cause that’s what you get at home.

So, I think that essentially the local Eastern European population doesn’t see the need for establishments cause culturally that’s the kind of food that they cook at home.
