Well if you've been on a packed bus or train especially in warm weather, you'll know the "ventilation" is nowhere near enough. More so when the bus drivers don't switch the air con on. I think trains might be the same with sometimes not switching it on. In these situations windows open is better. I've had to ask.bus drivers several times to switch it on, a lot of the times they don't listen.
