He's not a wank because he's besuited, he's a wank because he's not appropriately keeping his dogs under control and complaining about other people's dogs merely barking when he won't do the basics to keep his under control.
Like I said, if your dog has good recall and will follow your instructions, then fine. Otherwise, keep it on a lead.
