I have a daily walk around a park (without a dog) and run into this all the time. In the last two years, I've been bitten three times, and the owners responses were:

* "Sorry!" (they ran away - my finger was bitten from behind me)
* "Oh, I'm just taking it for a walk, it's not my dog" (then they jogged away - bitten on my heel)
* The dog was about 300 meters away from their owner when it bit my arm. I said "Control your dog or restrain your dog", the reply? "It's not fair on the dog to be on a lead as they get no exercise". The dog looked like it would attack me if I argued with them so I jogged away

I can't imagine owning a dog and taking it walks as it's enough stress when it is just me.
