I am the same age as you and I moved to Glasgow five years ago after graduating from my uni. I knew very few people here and did not have close friends.

I can confirm that it is very hard to meet folk live. The "go to the library" method never worked for me. All the people I have met here I have met through someone I already knew.

However, a couple of ideas for you:
1. The hiking clubs are usually super welcome. It's literally that - you go somewhere with people you don't know and you walk alongside them. It's just a perfect way to bond with folk or just "go for a walk" with them.
2. I know this is controversial but... Tinder. Just be yourself and say on the profile that you're just looking to get to know people. I'd say getting to know as many people increases your chances of developing friendships with some of them.
