Cows parsnip is Giant Hogweed. I'd be careful not to touch it, but it is not that big deal. The really poisonous one is Sosnowski's hogweed and from what I can see when watching them - and they are bloody everywehre in Scotland - most of them are Giant Hogweeds, which are relatively harmless - you can still get burned if you touch it, but with Sosnowski you can get burns even if you stand couple of metres away from it. We had one popped out in our garden when we were kids, and my cousin was burned by simply walking past i when we got back from holidays to find it growing in our lawn. You could still see discoloration on her hand if you know where to look and it was well over 20 years ago... I am originaly from Poland and we have much bigger problem with Sosnowski's version than here, but I hear it does like things warmer so it is very unlikely to thrive in Scotland. But with the global warming it is changing, from what I read.
