I had bother with a communal aerial - same thing, crap signal. The guy I got out to look at it said the problem was there were too many connected to the one aerial. There were then also other aerials split off my cable which ran down the outside of the building.
The guy installed a dedicated aerial for my flat. Cost about £90 I think and never had a problem since.
