Well, yeah... to cover and/or replace the entire motorway from St Vincent Street round to Townhead say, with all the additional infrastructure spin off projects it needs (like lowering an underground railway line)? Billions easily.
That's not a judgement on whether it should happen or not. I'm convinced it should happen and will happen eventually.
