More likely that this will be used as leverage:

* To coerce more cooperation from bus companies here in the short term

* In the medium term, lead to full franchisation (effectively a TfL type model, where a "Transport for Glasgow" decides the bus routes, fare prices, has a unified TfG bus livery, unified ticketing, etc, but the service is actually carried out by private companies).

The council clearly isn't keen to dive in with both feet and run citywide bus services. The costs and risks are so high.

But armed with the threat of running bus services 100% as a last resort 'nuclear option', GCC can now strongarm the companies into a TfG model with much more ease than otherwise. Which would be a big win.
