"Abuse" is a problematic term as it implies an acceptable level of use. Everybody is familiar with weekly unit levels for alcohol. Is drinking up to those number of units abuse or drinking more than those units? Who sets these abuse levels? Post legalisation, defining abuse will be a political football seized upon by the prohibitionists.

I am all for complete decriminalisation. I think at least cannabis decriminalisation is likely at some point in the near future. The same as reproductive rights and and LGBT rights took hold and spread in the Western world. Personally I think it is inevitable.
