If you’re just renting it’s pretty hard to find out who the factor is unless your neighbours own their flat and they know.

Your landlord will have their details, it’s only really the factors responsibility if it is a problem for the whole building and still your landlord pays the factors fees. So if you contact the factor they probably can’t/ won’t do very much as it isn’t a communal issue. They will most likely say contact your landlord.

Also it’s probably best to go directly to your landlord rather than the factors emailing him to say it’s his problem. I get that he might not want to pay for it but it is his responsibility and you pay rent for a functional flat. Just be firm but polite about it.
