It probably depends where the fault is. Inside your flat or outside it? But, even if it's outside the flat, your first point of contact should probably be the landlord.

Well, the factor 'works' for the landlord, so they can pretty much ignore you if they want. No harm in contacting them, other than the risk of your landlord getting the hump.
