I asked the seller of my house what they wanted but they were a bit awkward about it, I think they didn't want to appear greedy and asking for too much as it was their parents house they were selling. I went a little over the HR value and got it.

When I was selling my flat I had no intention of accepting less than the HR value and told everyone who asked when they came to view. The estate agent still wanted to start the offers over a bit below the HR value which was feckin pointless as some people but offers in at the offers over value and it was just a waste of their time.

The thing about either a verbal or written offer, only a written offer will be officially accepted but they can still pull out at any time before the missives are signed. Happened to a family member of mine, they got an offer accepted but then later someone came and offered more so they had to up their offer again.

There's also some developers who secretly pay estate agents to give them the first go at a property and not have to compete. Often the sellers have no idea this is happening as well and they could get more money.
