The value in the home report should be the best estimate of the value, and will be based on recent sales, condition etc. There's a lot of gray area though, and home reports are generally rushed and only skin deep. Scotland have it right that a report is required to sell, but the seller has an incentive to pick the cheapest and lowest quality report, as they don't want anything to be found. England pushes the survey price on the buyer, which sucks as you have to invest in every property you are interested in, but it's a better survey for the buyer.

However if it's an Rics survey, there should be minimum standards, and even though I don't think much of them, they are definitely something to consider as a basis of your decision making.
