I did on several occasions email my landlord saying something like: I rented a flat with a working boiler / waterproof roof (or whatever) and you are not currently providing this and haven't for (a week or whatever). Therefore I will not pay the rent in full until the issue is sorted and suggest a 10 % rent reduction.
