Unless they are committing crime, why exactly would police intervene? It’s not a crime for homeless people to hang about outside shops or the station, as much as some in this thread want it to be. The root of change needs to come from the govt and then local councils. Glasgow has a terrible homeless/drug problem (and yes, the two are very much intertwined) but how does that get fixed? More homeless accommodation, drug addiction centres would be a good start and decriminalising drugs would free up a lot of police and related resources instantly.
