Not replacing your windows because it won't increase your EPC rating is a strange way of thinking about something like that. My question would be; "are my windows out of date and do they need replaced?" Not; "there's no point replacing our windows because the EPC rating will not improve."

If you want to improve your heating then lifting the floorboards and installing insulation is one thing you can do, if you have high ceilings you can also install a false ceiling and insulate this, although you're likely to lose the period plasterwork on the ceilings. A modern front door can make a fairly large difference, a lot of tenement doors are pretty old and drafty. There isn't too much you can do in tenements because of how they were built and because the walls can't be insulated as there is no cavity.
