According to the [NLS Town Plans from 1857](https://maps.nls.uk/geo/explore/side-by-side/#zoom=18&lat=55.86115&lon=-4.25034&layers=80&right=ESRIWorld) what would be the City Chambers was a group of buildings, including a hotel, storehouses and a workshop.

The statue looks straight down South Hanover Street (not just Hanover St) and, since the St Enochs Center isn't there, has a great view out over the City.

[edit] just for lols and to see how quickly Glasgow grew, swap between the 1778 and the 1807 maps. 30 years difference, so much built and so much planned to be built.
