Actually St Andrews St would very likely be absolutely fine (it's rated as good for sufferers of respiratory issues). The majority of the city has good air quality but there are a couple of spots generally in the streets around Central Station that have slow moving traffic and a lot of buses which cause it to jump, specifically Hope St and Union/Jamaica St.
