That’s not an English thing, nor is it a lead thing.

Traditionally, in Britain, the kitchen tap would be fed from the rising mains (the incoming fresh water straight aff the street), and the the rest of the house - both hot and cold taps - would be fed from a water storage tank in the loft via gravity. The hot tap would go via a water heater or boiler etc.

So if you wanted to drink tap water then you would only drink it from the kitchen tap.

The loft storage tank would be subject to contamination (rats and birds drowning in the tank etc) as well as being stagnant so only used for bathrooms (toilets and showers).

Newer houses will typically have all cold taps in the house fed from the rising mains. If it’s a big new build (like 4 en-suites) then the developers may be forced by the water company to have a storage tank
