I don't buy your idea of an epidemic of for-profit companies promoting unqualified candidates because of things like race, gender, and sexuality. Companies optimise for profits. Councils? Yeah, maybe different. I don't have any insight there.
Is there any evidence other than that you've seen something from your perspective?
