The anytime ticket *is* the standard fare, there *is* a discount for travelling off peak. It's not the other way round. I get why people are annoyed as the prices, especially outside the SPT region are ridiculous, but the cheap off peak tickets are discounted.

travel off peak is cheaper to try to encourage people to travel at the times trains are quieter (buses used to, not sure if they still do, discounted off peak tickets) so they aren't running empty, and it might reduce the number of passengers travelling at peak times.

I like to get into town as early as I can when shopping, I hate crowds, but I wait til off peak ticket pricing to save a few quid, just don't wait til lunch time when the place is mobbed if I'm in town during the week.
