You should keep a diary and record the level of noise (your phone should be good enough). Report each and every incident. Speak with your neighbours and see if they are also bothered; if they are, get them to complain too.
But before all that, have you tried speaking with them and asking them to quieten down after (say) 2200 on a work night?
